New Landlord Laws for 2025 in Los Angeles

Annual Fee

Starting in 2025, a new annual fee of $31.05 per unit applies to non-Rent Stabilization Ordinance properties, otherwise referred to as RSO. These properties are post-1978 buildings, single-family homes, condos, and ADUs. The first payment is due by February 28th, 2025, and late payments could incur penalties of up to 150%.

Register Your Property

To stay compliant, you’ll need to register your properties with the Los Angeles Housing Department and display your registration. You may even be required to pause rent collection until you’re fully compliant.

Relocation Fees

And that’s not all. The city’s new rules include relocation fees for certain rent increases and no-fault evictions.

Anti-Harassment Ordinance

And you could face penalties under the anti-harassment ordinance. 

COVID Pet Amnesty

Plus, under COVID pet amnesty, you’re required to allow pets adopted during the pandemic.
