The ordinance has amended the existing Tenant Harassment code. This amendment is specifically pertaining to landlord harassment. The law is now clarifying what types of actions constitute landlord harassment. These actions include changing the locks to evict the tenant, refusing to accept tenants rent, retaliating against the tenant for reporting a housing code violation, or imposing an excessive rental increase.

The city of Santa Monica has amended the existing Tenant Harassment Ordinance. What that means is that the law is clarifying what types of actions constitute landlord harassment.
